#10491 Meta data of f35 "updates" repo for s390x and ppc64le seems to be broken

Investigate/Fix issue with f35 "updates" meta data for s390x.
Way to reproduce:
dnf clean all
dnf [--forcearch s390x] update
As observed:

Looking into it.

Should be fixed in about 40 minutes.

This time I am not sure what happened. There is still a lock file around (/srv/pub/fedora-secondary/update-fullfiletimelist.lock). Maybe some process somewhere is stuck. Not sure.

The times in fullfiletimelist-fedora-secondary (14:40) also do not exactly match the date on the filesystem (14:48). So maybe something went wrong.

Please reopen if you still see problems in an hour.
