#10495 Create gitlab.com/fedora subgroup for source-git repositories

Describe what you would like us to do:


Hello, we (Packit) are looking for a place to host a prototype of source-git repositories for Fedora, similar to https://gitlab.com/redhat/centos-stream/src where source-git repositories for CentOS Stream live.
We'd like to have a subgroup within https://gitlab.com/fedora, ideally https://gitlab.com/fedora/src.

For more info about what's the purpose of these repos and how they're related to dist git, see this.
For more info about the source-git itself, see this.

The subgroup members can either be the fedora group members as Maintainers, or if smaller subset is needed then
- jpopelka
- csomh
- TomasTomecek
- jmflinuxtx
- Conan_Kudo
- scoady
(Gitlab users) as owners.

When do you need this to be done by?


There's no deadline, we just want to start prototyping a service/bot for source-git <-> dist-git similar to what we already have for CentOS Stream.

I've created this group. The permissions should be fine as-is but let me know if there are any problems.

I spoke to @scoady and we agreed to tie the authentication to a FAS group; here is a request: https://pagure.io/fedora-infrastructure/issue/10506
