coreosbot@fp.o currently forwards to coreos-infra@lists.fp.o. We have two GitHub accounts that respectively send mail to coreosbot@fp.o and coreosbot+releng@fp.o, and so both of those addresses should be in coreos-infra's acceptable_aliases setting to prevent messages from being auto-held because Message has implicit destination. However, the web UI for this field is broken due to this bug. (I rediscovered this the hard way, so the setting is currently empty.)

Please manually set acceptable_aliases for the coreos-infra list to include coreosbot@fedoraproject.org and coreosbot+releng@fedoraproject.org. See #9812 for the last iteration of this.
