https://packager-dashboard.fedoraproject.org/api/v1/releases returns 503 error, which makes testcloud and tmt fail.

It looks like the entire Packager Dashboard is AWOL, since https://packager-dashboard.fedoraproject.org returns 404.
The server is back.
Yes, this was caused by a problem with the redis pod in the application ( see #10710 )
