#10768 High latency for Fedora websites on IPv6 only network

A user reports that reaching out to Fedora websites is really slow when on an IPv6 only network:

FYI from an ipv6 only network your sites have high latency due to 2406:da1a:fcb:2f01:f381:af1a:f922:c519 being down. You probably might want to check your ipv6 records on your servers behind http://wildcard.fedoraproject.org.

This is probably a routing issue instead of a site issue. The server in question has been up and has been reachable by our external noc on ipv4 and ipv6. However we regularly get people who can't reach various ipv6 boxes because of some router dropping stuff. [They probably would find they could reach the ipv4 system at that time.]

The system in the ticket is proxy37 which is an Amazon system in an APAC site.
