PDC reply 500 almost all the times

Sadly, pdc gets in this state from time to time and we haven't been able to sort out why. ;(

Anyhow, I restarted it, and it's processing normally again now.

FTR sometimes I got , but works on second try 

remote: Unspecified ref refs/heads/rawhide is blocked
remote: Denied push for ref 'refs/heads/rawhide' for user 'sergiomb'
remote: All changes have been rejected
remote: error: hook declined to update refs/heads/rawhide

I restarted httpd on pdc-web02... it was in the bad state. ;(
