Hello, we have a staging instance running in AWS: retrace-stg.aws.fedoraproject.org We haven't really touched this staging instance for several months and we most likely won't need it in the foreseeable future. The instance hasn't been updated in a while and therefore we would like to shut it down when we don't use it. Would it be possible to shutdown the EC2 instance, but keep it around so we can revive it, if needed?

Yep. I have shut it down, but it's still there if you need us to start it up again. :)
