I'm having problems submitting builds to koji with fedpkg build. Even running koji watch-task is really slow, connects only after a few minutes, or seems to time out.

The web interface is also affected, loading pages like https://koji.fedoraproject.org/koji/builds?userID=decathorpe&order=-build_id sometimes takes a few seconds, but sometimes does nothing for 5 minutes.

Looks like the server is struggling to accept new connections.

Additionally, some build tasks I have launched a while ago also haven't progressed past the buildSRPMFromSCM stage and seem to be stuck. New tasks don't appear to be accepted at all.
