#12230 Retirement of `monitor-dashboard` tracker

While looking at the retirement of monitor-gating tracked here [1] I came across a project named monitor-dashboard. Playbook is here [2].

At a cursory glance this is a proof of concept dashboard created by a former member of the team who is no longer with us. Since it processes monitor-gating data and monitor-gating is getting retired, this will have to go as well.

Steps to follow:
• Remove all mentions of monitor-dashboard from the Ansible repo. [3]
• Delete the project in OpenShift.

Removed:
- monitor-gating on production
- monitor-gating on staging

I will remove the monitor-dashboard as part of the fedmsg retirement as it is too tied to fedmsg.

I also did rm -rf /etc/openshift_apps/monitor-gating on os-control01.stg to remove it completely. I still see the playbook and role in ansible however.

The monitor-dashboard is now gone with fedmsg.
