@ fedora package search,
https://src.fedoraproject.org/
search for openssl rpms only provides in dropdown pointer to
https://src.fedoraproject.org/rpms/openssl3
which exists, but is outdated, and is the incorrect installed pkg.
the correct pkg is
openssl-3.2.2-11.fc41.x86_64
and exists here,
https://src.fedoraproject.org/rpms/openssl
the search @ src. should return this page

FWIW I just tried searching on https://src.fedoraproject.org/ for openssl and the results didn't show https://src.fedoraproject.org/rpms/openssl nor https://src.fedoraproject.org/rpms/openssl3 for me.
openssl
When I searched for openssl3 it did find https://src.fedoraproject.org/rpms/openssl3. From that point on it always provided https://src.fedoraproject.org/rpms/openssl3 when searching openssl until I cleared my cache.
the point simply is that a search for openssl should include in return -- ideally, as first result -- the correct/current openssl pkg.
I think that this is probably more issue of pagure itself and what search engine it's using.
FWIW, https://packages.fedoraproject.org/search?query=openssl does find them both fine.
