#12408 [RISC-V] Add a Koji profile to 'fedora-packager' RPM (once things stabilize)

Once "things start working well" (i.e. Koji builders available for packagers, etc), add a RISC-V Koji profile to 'fedora-packager' RPM. (It's a sets up a convenient Fedora packager environment.)

I guess something similar to "s390.conf" in /etc/koji.conf.d (on my Fedora 41):

$> ls /etc/koji.conf.d/
brewkoji.conf  fedora.conf  s390.conf  stg.conf  stream.conf

This was discussed on today's Fedora RISC-V SIG meeting[1].
