I request the fedora team to make a compatibility package of the legacy branch of the intel-compute-runtime for older hardware. The hardware cutoff has removed support for a huge amount of hardware. I request the fedora team to atleast have a legacy compatibility version for the sake of the people who still have the older hardware.

Hi. This isn't really the place for this sort of request. We are the people who run the machines/setup that builds tests and distributes fedora, but we don't directly maintain the content.
In this particular case there isn't any way to 'request' a package from a specific group.
Your options are:
Try and convince someone else to package and maintain it. You could try the devel mailing list ( devel@lists.fedoraproject.org ) and/or the discussion forum in the 'project' area.
Package it yourself and maintain it. See https://docs.fedoraproject.org/en-US/package-maintainers/Joining_the_Package_Maintainers/ for more information there.
Good luck and hope that helps out...
