Hopefully this will be JFYI. Content Resolver started dropping build dependencies without explanation, and debugging showed that it was being blocked from downloading root.log files and composeinfo json by Anubis. Based on other similar tickets filed here, we are working on adding headers to our urllib requests which seem to help bypass this:

Because of the cycle time of CR and the impending weekend, it may be a few days before we can confirm that this is working.
