A lot of people apply for groups and don't know why, and we would typically want to deny those requests, but we want to do it in the nicest possible way so they don't get their spirits crushed. We should have an ability for sponsors to deny group access with an optional automatic email that explains nicely why the access may not be appropriate, and how to get involved in the group in a different way. Each group could have its own customized email written by the group (and Docs could help with that if necessary), or maybe there could be a set of templates that would apply across all groups if desired.
How about something like no-apply groups, where only existing members can apply other users into the group? That might feel nicer than a deny letter.

And promotes the true feel of sponsorship, true. Maybe in that case we should expose fewer groups to users just signing up?
this is a dup of FAS #50
