Huh, I have no idea what was going on here.

Is it still happening? ie if you resubmit one of them and try and cancel it does it do the same thing?

I managed to track this down. :)

It was due to a database migration that left 'postgres' the owner of some tables instead of 'koji'.

It's fixed now and should be gone.
