dogtagpki project moves to GitHub. As part of the migration, we need massively leave comments and close issues.

Because of this, we need to disable all of the notifications on the project.

We need to do it right before the weekend, so during Friday, Saturday and Sunday, we can migrate. So it should be disabled by 18:00 pm. EST Friday (2020/10/02).

This needs a patch and unpatch to pagure.

Since all our development occurs in GH space, we felt it was difficult to track issues. Hence, we made this decision.
How do I check if the notifications have been turned off?

is midnight for me, so I can either to it right now or tomorrow morning around 9:00 am Europe/Paris.
I've applied the hotfix for this. I've tested it by adding a test comment on https://pagure.io/dogtagpki/issue/3216 (that I've since removed) and I could see in the logs the comment pagure sends just before the function returns.
So from what I can tell, dogtagpki is now no longer sending any email notifications.
Let us know if you need anything else.
Oh and please, let us know when you're done with the migration, out of principle, I would like to remove the hotfix we've made for you. Thanks!
