After logging into accounts.fedoraproject.org for the first time, I found that my locale was set to "af-ZA", or "Afrikaans (South Africa)". This is just the first locale in the list.
Note, that I was not greeted with an interface in Afrikaans, presumably because said interface has not yet been translated to Afrikaans.
Ideally, locale should me moved over from old FAS to the new system, possibly using some hardcoded mapping. Given that the Fedora Project is predominantly English-speaking, it may be wise to fall back to en-US or en-GB for situations where a mapping cannot be determined.

This is now fixed. If a user doesn't have locale set in fas, the first time they login to the noggin web interface it will default now to en-US. They can adjust it as they like and save.
