Should we support cockpit management interfaces by default?

From my personal user-perspective: yes, please.

In general, I am not a big fan of the idea, because I am using cockpit in a way, that only one single machine has the webui + dashboard installed and all other machines only the packages for beeing managed.

It should be a container, the service is easy enough to layer.
