#244 Incentivizing Participation/Contribution with Granting Membership

A follow-up ticket to @alciregi's statement at #242

@team. As a side note: too many times I read "you can contribute without any membership". I feel myself repetitive. But I think that contributing being part of a simple FAS group (even if such FAS group doesn't grant any special right) is, from the contributor POV, more compelling than contributing without any formal recognition.

I agree, some people, like me don't code, but our ability to bring people in, know about the overall systems and can help people stay on board.
Might be time to change things up a bit.

Sure---we add people to the pagure group already, and we can also add them to the FAS group. (The FAS group is not connected to any thing at all, and will only help people gain the one extra group they need to be part of to gain access to things like the wiki).
