The "make your first steps in Fedora" page has been moved to the join docs, and I've tweaked it to update the text and make it fit in better with our welcome-to-fedora workflow. (See https://pagure.io/fedora-join/fedora-join-docs/pull-request/18 )

Once docs are built, we need to update the text + link in our issue template to point to the new location.

Done now.
