#22 Install breeze-gtk by default in Fedora KDE

There's no reason not to do this, and it ensures that GTK applications look more like they belong in the desktop.

Before we can do this, we need to make a change: breeze-gtk should produce gtk2 and gtk3 subpackages and we should only preinstall the GTK3 variant.
