Please do all updates and reboot and try again. You're 2 frameworks and 2 plasma versions out of date.
User switching needs to be enabled first https://ask.fedoraproject.org/t/missing-switch-user-button-on-the-lock-screen/16078/5 I don't know whether the underlying issue has been fixed in the meantime, but user switching works for me.
I've got all available updates, nothing shows in discover. Should I move to the testing branch?
Thank you for this! Fixed my issue, I do hope this gets added to the default install soon. Worth noting is that the black lock screen has also gone away, though it wasn't a result of the config change.

No, however please try do an update in Konsole:
sudo dnf update --refresh
I apologize, About This System does not seem to specify that I'm on Kinoite, which explains the confusion.
You need to paste the output of rpm-ostree status then.
rpm-ostree status
And update the system with rpm-ostree update.
rpm-ostree update
