We have a pile of Fedora-specific configuration for SDDM that should be upstreamed so it is easier for @apol and others to test SDDM on Fedora. Let's get this upstreamed ASAP.

Additionally, talk to upstream to release 0.20.0 so that we can have a reasonable checkpoint that everyone can work from.

The Fedora config PR was rejected upstream, so this is as done as it gets.
