I've drafted up the Change proposal for moving to Plasma 6.0 for Fedora Linux 40.

We will need to review this for tomorrow's SIG meeting.

@justinz That works for me. I basically want to submit it to the Change Wrangler tomorrow, but I want to make sure we're all on the same page and good with the Change document before I do it.
