#471 build kdepim-addons adblock support without vendored Rust dependencies

There has been an ongoing effort to package the "adblock" crate for Fedora for angelfish:

This effort had stalled due to lack of responses to package reviews, but not due to any actual technical or legal issues. It looks this previous work was ignored and all Rust dependencies were just vendored (without even asking the Rust SIG, we could have pointed towards the previous effort), instead of picking things up where the previous packaging effort had stalled out (which would also have benefited angelfish and other projects that have an optional dependency on "adblock").

As far as I can tell, packaging the "adblock" crate is currently only blocked by two package reviews - the "adblock" crate itself and one dependency that is not packaged for Fedora yet (the "addr" crate). In fact, I've just opened review requests for those two myself:

@decathorpe Were there additional actions needed for this? It looks like you took care of most of the items and I vaguely remember a conversation in matrix about this that you had with @farchord
