While working on Discover, I've learned that you can enable/disable a subset of application debug/warning output using https://apps.kde.org/kdebugsettings/.

I'm considering adding this to Kinoite by default and wondering if we should include it in the default installation for the KDE Spin as well.

We definitely should consider it for all Fedora KDE deliverables.

I didn't even know this existed. I've now installed it, and it's wonderful. Just what I needed for certain things.

This pull request adds kdebugsettings to epel9 and epel9-next. It alsobrings over several f39 changes that were in epel9-next, that needed to sync over to epel9.
