is it also not correct behavior to CC the KDE SIG in Bugzilla? And who is maintaining the rpm-ostree integrations in the software stores, and is there a missing Bugzilla component?

plasma-discover-rpm-ostree is a sub-package of the plasma-discover source package and only source packages are listed in Bugzilla.

It is likely that this was https://invent.kde.org/plasma/discover/-/merge_requests/1098 and should be fixed in 6.4.
