breeze-icon-theme, which previously was a version-agnostic noarch package with only icons, added a KF6BreezeIcons library in 6.3.0 which is now a dependency of kf6-kiconthemes. This would result in qt6-qtbase-gui being added to the dependency tree of KF5 and the KDE5 flatpak runtime, which is unwanted. Therefore, the library should be separated from the icons.
Thinking ahead to KF7 (yeah I know, a lot could change between now and then) the safest route would appear to be to rename breeze-icon-theme to kf6-breeze-icons, with noarch breeze-icon-theme (and -rcc) subpackages with just the icons as before. That way, when KF7 does eventually come out, then a kf7-breeze-icons package would be created and include the icons, and kf6-breeze-icons could continue to exist but built with -DSKIP_INSTALL_ICONS=ON to only provide the library.

The f40 build also allowed for a Qt5/KF5 flatpak runtime and (finally!) sdk w/o Qt6/KF6 packages.
@ngompa the breeze-icon-theme package should now be retired. Do you want kf6-breeze-icons?
