Updates via discover should only occur after all packages are downloaded completely.
If broken package is there or internet is interrupted update/upgrade shouldn’t proceed without complete packages downloads.
We have discussed this issue in the kde-sig but we are not sure we really understand what is going on here.
It is our understanding that with offline updates enabled, this situation cannot happen.
Could you please further clarify what is happening/what the issue is?

If your system got interrupted in the middle of applying an update, unfortunately you will have to re-install it as this is complicated to fix. You can use a LiveCD to backup your data to an external drive first.
Offline updates is enabled by default in F34.
