I've now added a comment to https://bugzilla.redhat.com/show_bug.cgi?id=2151849 but judging by the silence in that bug I guess that bugzilla product Fedora Container Images is no longer actively used? So repeating the comment here.

I would like to point out that org.opencontainers.image.name and org.opencontainers.image.license are not defined by https://specs.opencontainers.org/image-spec/annotations/. Granted, that spec is about annotations and not labels and Fedora container images currently don't have annotations but it would be nice to use labels that match the annotation specification. So likely org.opencontainers.image.title and org.opencontainers.image.licenses.
