#11 Make the call sign easier to customize

It would be nice if Zinebot's call sign were configurable via a setting (e.g. CALLSIGN) in its config file.

The documentation should also be updated if this configuration option is added.

Note that '-UTF8' => 1 will need to be added to the parameters list of Config::General's "new" method so that unicode characters can be read from the config file.
