#68 Add item re: article scheduling time for beta and GA releases

Bullet was added to indicate that articles announcing Beta and GA releases were to conform to the release times of the actual items (14:00 UTC) rather than the Fedora Magazine times of 08:00 UTC. This ensures that notification does not arrive before the items are available.
