Investigate what it would take to get http://www.limesurvey.org/ into infrastructure.

1. There has been some historical packaging work done (but not completed). The people involved were ianweller and Sparks - what happened with this, is there an old spec file we could pick up on?
2. Is this the best open source survey tool for our needs? What other options have been evaluated, and why was limesurvey selected in the past? Is it still the best thing to move forward on?
3. If it is the software we want to move forward with, how would Infrastructure like to see it deployed?

Successful resolution of this ticket would involve filing an Infrastructure ticket with the work needed by that team in order to get limesurvey (or another survey tool) up and running for Marketing research purposes.
