The Change process doc and Change announcement SOP should be updated for this.

However, it's a bit difficult to do, because it doesn't seem like FESCo or @mattdm ever outlined exactly how this was expected to work. I have documented @amoloney 's current practice here and appealed for more input on how, precisely, this should actually be done. Once that seems a bit clearer, we can draft the changes.
