I wrote a proper SOP for updating the blocker trackers. This
makes the schedule entries for doing it more accurate (one at
Beta time, one at Final time) and links to the SOP. Also, we
now use the Discourse-based "common issues" setup rather than
the old Wiki-based "common bugs" setup: this tweaks the entries
to be at more appropriate dates and have a more appropriate
link. Changes applied to 39, 40, 41 and 42.
