Just a note: booting from SD card works fine, only booting from USB is broken. But some people do boot RPis from USB, me included.

I always forget you can boot a Pi from USB. Seems like it should be nominated as a blocker as there's no carve out for USB / SD boot that I can see.

This is a violation of "the installed system must boot" criterion (in "Expected installed system boot behavior"), when booting a RPi system installed to a USB device.
