@jsedlak was testing the new ResultsDB submission bits with an old Rawhide nightly that had been garbage-collected from the compose directory. This causes it to fail because fedfind can't get any metadata for the compose. It's not super important, but to handle situations like this, we can teach fedfind to retrieve metadata from PDC when it can't be found alongside the compose.

Welp, I did this in 3e7a261be9faf9045ac2a5b3ba648536af86b010 , but forgot to close this ticket...
