#497 Change old Trac instance to 'legacy mode': update text to refer people to Pagure, disable all issue submission and modification etc.

As part of the Trac -> Pagure migration, we should ensure the Trac instance is changed appropriately. We should disable creation of new issues (and anything else trac supports, I forget) and modification of existing ones, and change the text on the front page (and anywhere else important) to say that Trac is no longer used and point people to Pagure instead.

@adamwill , I will be needing the rights to edit the trac
