As @roshi suggested in today's Fedora QA meeting, it'd be neat to have some kind of system for keeping track of validation tests that need running but haven't been run, and notifying us about them...somehow. This obviously overlaps with the testcase_stats subcommand of relval to some extent.

One rough thought I had: we could actually implement and/or use this in relvalconsumer - the fedmsg consumer that creates new release validation events - and have it include some short list of suggested tests to focus on in the announcement emails?
