This change is to enable package maintainers to build Flatpaks of their applications and make those Flatpaks available for installation. This is a good test day to run as we (Fedora QA) should be able to define a set of "core" applications that will can be installed and operate - in general.
To quote the maintainer
" The "Graphical Applications as Flaptaks" feature has been delayed until F28, because the infrastructure components are not yet deployed, so we'll need to wait.

As the rpmostree based distros are coming up, this one is a good to have, I am rolling out a discussion if we need this
well, events have moved on rather. :) This Change got implemented and we now have entire Fedora variants built around it. I think there was probably a test day or two along the way. but let's just call this wontfix.
