#740 Revise release criteria for anaconda webui (especially custom partitioning)

The new anaconda web UI is planning to drop custom partitioning 🥳 . This will require revisions to the release criteria, as there are specific "custom partitioning" requirements that, as currently written, apply to all installer images.

We'll want to tweak this for whatever ends up happening in terms of webUI implementation. Currently the idea is to use webUI by default for (only) Workstation live image in F39. If that happens, we'd want to tweak the release criteria to say that the custom partitioning requirements (and any other similar requirements we need to amend) apply only to images that use the 'traditional' UI.

This is marked in the F39 milestone, but I don't see Anaconda WebUI to be listed in https://fedoraproject.org/wiki/Releases/39/ChangeSet . If this is happening, why isn't it included in the Change process? @jkonecny @m4rtink

It's happening as I'd heard on devconf.cz . There is still plenty of time to submit self contained changes (till 18th of July).

@kparal sorry for not having it there yet. I'm planning to propose the change during this week.

I'd say this has been a bit taken over by events, as webUI didn't exactly drop custom partitioning. The story is a bit more complicated. I'm filing a new ticket.
