The Russian and French install tests currently in openQA install the minimal package set and only do a console login after install, so they don't test keyboard layout behaviour in a graphical environment. Ideally we should test both KDE and GNOME, but we should at least install GNOME and have them check the correct layout configuration is set in GDM and at the Shell after logging in.
