@ngompa let us know that he's planning to replace initial-setup with a new Plasma setup thing, as part of this Change. comps change, kiwi change.
I think this will affect the install_no_user test, which is usually run only on composes. We'll have to hack stuff up a bit to try and prepare for it in advance, or else we can let it land and adjust the test afterwards.

I started working on this today. I had openQA build a test image and confirmed it behaves more or less as intended - the anaconda user/root page is suppressed, and plasma-setup runs on first boot of the installed system. I then got a bit sidetracked into filing a ton of issues on plasma-setup; I'll get back to working on adjusting openQA to the new workflow tomorrow.
This is done now.
