#162 /dashboard shows an eternal spinner

If I open https://packager-dashboard.fedoraproject.org/dashboard I see an eternally spinning spinner. This can easily happen if I delete the users= part from the URL to get to the homepage. I believe /dashboard should behave the same way as when I open the root page at https://packager-dashboard.fedoraproject.org.
