#70 Don't crash out on unavailable network when auto refreshing content in the background

Currently, packager dashboard crashes with "Failed to fetch LOAD_USER" if the network becomes unavailable after the page was loaded and it attempts to refresh the content.

In case the backend is not accessible, it shouldn't completely fail, but keep displaying the old content it already has loaded and maybe show some warning icon in the top panel instead of refresh spinner icon.
