#1 strip-foreign: accept empty `any()` cfg-expression

Some crates use empty any() cfg-expressions for dependencies (which evaluates to false on all targets) to enable more parallelism during builds or something while still pinning dependencies to a specific version.

For example, serde has this:

[target."cfg(any())".dependencies.serde_derive]
version = "=1.0.192"

For better compatibility with cargo behaviour, these cfg-expressions should be kept by the strip-foreign command.
