#389 Add 2nd archs checksum to verify page

With the update of the 2nd architectures we provide also the CHECKSUM files, as for the spins for example. These files actually aren't linked anywhere.\
It would be better to link them somewhere, this could be done also in the [https://fedoraproject.org/verify verify page], adding just a third table for the secondary archs and adding the files to our checksum directory.\
The checksum files are available [http://dl.fedoraproject.org/pub/fedora-secondary/releases/18/Fedora/ here].

Update: I did also some other minor things on this:
* created a dedicated splash download screen with ARM specific information when downloading the image
* uploaded the CHECKSUM files for 2nd arches to /static/checksum
* created a third table in the "verify" page for 2nd arches (only Fedora 18)
* added the secondary arches key to the "verify instructions" below the table

All the pages have variables, which I added to globalvar.py, to administrate them easily also in the future.

We need to:
* verify the CHECKSUM files for ppc64 and s390, there is no PGP signature
* decide if we want all the things I did...

These new features are now in production, last commit 64299a6 made the verify page also ready for pre-release versions.
