#890 Make "Use of Fedora services..." string translatable

I suggest added the following string to translations to it can be translated:
"Use of Fedora services is subject to these terms starting May 25, 2018."

As seen at top of https://getfedora.org/

Its almost the first text the user seens so it would be nice if it was also translatable so the website is more fully translated.
