I've just googled for "fedora guidelines external bits" and the first link was https://stg.fedoraproject.org/wiki/Packaging:Guidelines - that of course includes old, not up to date information.

Can we block stg.fedoraproject.org in robots.txt or use any other mechanism to prevent this from happening?

I believe this is something we will need to get fedora-infra to fix, so i have opened the following ticket there to get this investigated and fixed.
