Add the docs
    
    Workstation Working Group docs were previously stored in a
    subproject of the fedora-workstation repo. However, this led to a
    lack of visibility.
    
    This commit moves those docs over to the main workstation repo,
    in order to try and make more people aware of them.
    
    It also adds a new set of user docs, in order to address #340 .
